At least in the beta, pressing the button will form them into the confederation of the Rhine, and as you acquire more land you can add more to it. The reward for this is having a massive German protectorate under your thumb

Your reward for dismantling the two German great powers is... the journal is complete, so you can no longer press the expand Confederation button anymore . No reward, no acchivement, no flavor, not even an event pop-up.
Would be difficult to implement in Vic 3 since the confederation neither was a nation nor just an alliance but having the confederation in the game would be important to create a realistic environment for the diplomatic relationship between Prussia and Austria.
