Waukegan is an industrial city located north of Chicago, along Lake Michigan’s shoreline. It developed from a Little Fort municipality in the 19th century, following the 1829 Potawatomi treaty. Through the treaty, its ownership moved from the French trading base and a Potawatomi Indian Settlement into the Federal government.
