In C major, the Ⅳ chord is F major and its respective Ⅴ7 chord is C7. As a matter of fact, we could have used C7 here as a secondary dominant passing chord to resolve to F 9. Instead, we have substituted the dominant 7th chord that is a tritone away from C7, which is G♭7. Then, Jonny voices this chord with D on top.
