You say you are connecting the phone to the livebox, you have 2 options. A standard French phone and use the T connector that you should have received with your livebox, plug the blue end into the livebox with a phone symbol. Or you can but a USB phone from Orange that plugs into the livebox usb socket. Like.

If I can get a modem that will work in place of the livebox, I’ll buy one, I’m already in the hole with the linksys router and mesh wifi system. The vpn router is wifi able, so my plan was to connect the tv via wifi - it is currently connected to the livebox.

This might seem like a really stupid question, but I just got my Orange Livebox set up with the 'free' calls. I don't really use the (home) phone much at all, so when I come to connect it, the leads don't seem to be matching.
Open your web browser (IE/firefox/chrome etc) in the address bar, type 192.168.1.1 and a webpage should open asking for the username and password, these are both admin. This is where my memory falls down, you will need to find the current 27 digit code, and you will be able to change it. Probably under a side tab titled admin, hope it helps, Nick.
