The provinces are grouped into seventeen regions based on geographical, cultural, and ethnological characteristics. Thirteen of these regions are numerically designated from north to south, while the National Capital Region, the Cordillera Administrative Region, the Southwestern Tagalog Region, and the Bangsamoro Autonomous Region in Muslim Mindanao are only designated by acronyms.

Regions first came to existence on September 24, 1972, when the provinces of the Philippines were organized into eleven regions under Presidential Decree No. 1 as part of the Integrated Reorganization Plan of the former President Ferdinand Marcos.

The region comprises four provinces: Ilocos Norte, Ilocos Sur, La Union and Pangasinan. Its regional center is San Fernando, La Union. The 2000 Census reported that the major languages spoken in the region are Ilocano at 66.36% of the total population at that time, Pangasinan with 27.05%, and Tagalog with 3.21%.
