Jun 30, 2017 · The camp is below Lucien's house. Note: If you do not have 21 Agility to use the tunnel shortcut, then you will have to walk or teleport to Edgeville. From there, cross the river and walk south to reach the Outlaw camp. Once at the camp, kill five Outlaws (level 32) to retrieve five of Rat's papers, then use them on the folder Rat gave you.
