In 1908, Tennessee began requiring that all death and birth records be filed with the county. From 1908 through 1912, death certificates were often incomplete or missing, as this new regulation wasn't as strictly enforced as it was starting in 1914.

A 1914 state law required statewide registration of births, marriages, and deaths, but general compliance was incomplete until the late 1920s.
