Virginia was readmitted as a state of the Union in 1870. Strife over the state debt, much of which had been accrued through the construction of railroads during the prewar period, was a prominent feature of Virginia’s political life during the 1870s and ’80s.
Congress and Lincoln approved, and, after providing for gradual emancipation of slaves in the new state constitution, West Virginia became the 35th state on June 20, 1863. In effect there were now three states: the Confederate Virginia, the Union Restored Virginia, and West Virginia.

In 1607, the first permanent English settlement in America was established at Jamestown. The Jamestown colonists also established the first representative legislature in America in 1619. Virginia became a colony in 1624 and entered the union on June 25, 1788, the tenth state to do so.
