1 day ago · In the 1789 election to the 1st United States Congress, anti-federalist Henry Monroe persuaded Monroe to run against Madison, and he had the Virginia legislature draw a congressional district designed to elect Monroe. During the campaign, Madison and Monroe often traveled together, and the election did nothing to diminish their friendship.
