I see it all the time -- there is no violation of any copyright -- if there was it would be in the audio layers, not the video -- so why bother reversing the video? All content is copyrighted by default, including crappy webcam videos.
If it's a new film in theaters or Netflix, there are often 10+ one minute long clips that I can source footage from to create a cohesive review.
