Hoping to find a freer existence in the New World, Carroll arrived in St. Mary’s City, capital of the colony of Maryland around 1689.

The origins of the Colonial Annapolis Historic District date to the 17th century, when the capital of Maryland was moved from the town of St. Mary’s to the sparsely-settled Anne Arundel Town further up the Chesapeake Bay. Anne Arundel Town was renamed Annapolis in honor of Princess, later Queen, Anne, and Annapolis was incorporated in 1696.
