Berlin, Hamburg and Bremen (with its seaport exclave, Bremerhaven) are called Stadtstaaten ("city-states"), while the other thirteen states are called Flächenländer ("area states") and include Bavaria, Saxony, and Thuringia, which describe themselves as Freistaaten ("free states").
