So I have a level 21 blood elf rogue (horde), and I would like to visit Dalaran and the Hall of Shadows to check out the large plundered sack to get headgear for my rogue, specifically the Uncrowned Shadowcraft Cap. I can't find the right info on Google, but a) is Dalaran near Northrend? I do not have the Legion expansion, if this matters.

If you train The Vault, the Tier 2 Order Hall Upgrade in Chamber of Shadows, you sometimes obtain a Vault Ticket on successful completion of an Order Hall mission. This gives you access to the Uncrowned Vault within the Chamber of Shadows, when turned into Marin Noggenfogger.
