How We Started. Originally founded in 1973 as the Steuben County Humane Society, the Community Humane Shelter of Steuben County exists to find homes for animals in Steuben County, Indiana; promote the humane treatment of animals, including spaying and neutering; and assist in the prevention of animal cruelty and neglect.
