Making your own is tricky unless you've got lots of experience. There is this: Zimit (kiwix.org). It will work for smaller Web sites, or if you set a shallow spidering depth, but you'll hit limits on bigger sites. I just made a microSD card with all of Wikipedia stored on it, plus Kiwix for Android, Windows, and a Linux AppImage.
