A government funded project looks into using psychics to enter people's dreams, with some mechanical help.
When one day he is recruited to an institute where he trains to jump into people's dreams in order to help with their anxiety...or whatever. At this facility, he meets up with another guy with similar "powers" (David Patrick Kelly) who leans more towards the evil side of his gift.
