The long-time figure in college football across the Lone Star State was 23-13 in three seasons in charge of the Lions. Commerce was 5-6 in 2022 and 3-3 in Southland play during a transition year into the FCS ranks.

In 2017, Bailiff was fired after the conclusion of a 1-11 season, his worst at Rice. His 57 wins are the second most in school history, behind only Hall of Famer Jess Neely. Texas A&M–Commerce. On December 9, 2018, Bailiff was hired as the head coach at Texas A&M University–Commerce.

Bailiff was a good coach for a long time at Rice in his own right. He had two 10 win seasons with the Owls and won a conference title. Not an easy feat to do at Rice by any means. He also got Texas State to the FCS semifinals in 2005. It was a hard decision.

The hire was a major one for the program, Division II at the time, following an 11-season run at Rice from 2007-17. Bailiff also spent 2004-06 at Texas State.
