According to wiki - and supported by an old book of pieces I have! - Albeniz's original title was "Leyenda" (legend). https://en.wikipedia.org/wiki/Asturias_(Leyenda) As that article points out, the music is more typical of Andalusia in southern Spain, not Asturias in the north - and also mentions the phrygian mode the OP recognises in the piece.
