It was confirmed alongside Jigglypuff and the rest of the returning roster on June 12th, 2018 during E3 2018. While Pichu remains a close clone of Pikachu, it is not classified as an Echo Fighter. As such, Pichu is classified as Fighter #19 .

Kirby possesses fast frame data overall in his moveset, with few moves that come out after frame 9, granting him access to quick and powerful combos.

One can also argue the nature of ult makes it more varied. So many sets are simply won by a random smash attack in neutral that whiffs the majority of the time. Or say 2framing. Rage has a factor too. Where as in melee, similar things happen but the random smash attack or play is generally way more risky.
