Tver Governorate (Russian: Тверская губерния, romanized: Tverskaya guberniya) was an administrative-territorial unit of the Russian Empire and the Russian SFSR, which existed from 1796 until 1929.
Tver (Russian: Тверь, IPA:) is a city and the administrative centre of Tver Oblast, Russia. It is situated at the confluence of the Volga and Tvertsa rivers. Tver is located 180 kilometres (110 mi) northwest of Moscow. Population: 416,216 (2021 Census).
The present area of Tver oblast was split between Ingermanland Governorate, which was renamed Saint Petersburg Governorate in 1710, Moscow Governorate, and Smolensk Governorate. The governorates were subdivided into uyezds , and uyezds into volosts .
In 1719 Tver became the centre of the Tver Province within the governorate. In 1763 a massive fire destroyed much of the city, including its kremlin. The devastation though did allow the redevelopment of the city centre based on a regulated city plan.

The Zemstvo Laws passed in 1864 granted regional self-government on Gubernia and Uyezd level; the regional administrative bodies are refererred to as Zemstvos.
