Bourne is a psychiatrist who worked in the Carter Administration as Special Assistant to the President for Health Issues (but resigned after writing a prescription for an aide under a false name).
Peter Bourne attempted to reframe debates about supply-side substance abuse strategies as a “health issue” related to morbidity and mortality outcomes rather than a “drug policy issue” fraught with countercultural baggage. This rhetorical tactic, Bourne soon found, was a failure. “Public health” was not above politics.
