Depends how you download. For download from a browser, such as MEGA or Google Drive, you usually don’t. For torrenting, there are companies who will also enter the torrent and monitor IP addresses who do so, then tells the internet provider who will go after you (though usually only after 3 strikes).
Mar 15, 2021 · So basically there used to be a very big google drive where we can download Roms. The problem is Google drive have a limit download everyday. For a Google Drive that has so many Roms the limit always reached in a very short time, hence why we use the method to get past Google Drive Download limit.

Just use the internetarchive application. sudo pip3 install internetarchive. Then just run. ia download <identifier>. You'll need to login using the login command if you want to rip the PS2 set above.
