The issue sees the former Batman villain living his subdued life in Metropolis. Oswald is being monitored by government agents, well aware of who he is.
Aug 22, 2023 · The Penguin #1 is an excellent start to a new series. The setup is strong, the writing choices are fun and engaging, the characters are interesting, the art is terrific, and the colors elevate the scenes. The idea that a book about a villain who can be pretty campy could turn out this good shouldn’t be so much of a shock as a welcome surprise.

However, in the first few pages, it can be difficult to tell who is speaking at any given time. Clayton Cowles' lettering offers only subtle shifts between captions that got lost between page turns.
