    Philip (German: Philipp) (12 November 1503 - 4 July 1548) was the Duke of Neuburg from 1505 until 1548.

    Philip was born in Heidelberg in 1503 as the youngestest son of Rupert of the Palatinate, the former Bishop of Freising and a son of the Elector Palatine Philip. In 1503 the Landshut War of Succession broke out between the Palatinate and Bavaria-Munich over the inheritance of Bavaria-Landshut; the last Landshut duke George intended that his daughter Elizabeth (Philip's mother) succeed him. The Palatinate lost and Bavaria-Landshut was inherited by the Munich line, but the Duchy of Neuburg was created for Philip and his elder brother Otto Henry, Elector Palatine.

    Besides their extravagant tastes Philip and his brother had little in common. Otto Henry travelled around Europe and the Holy Land, while Philip spent his adolescence studying in the Breisgau and Padua. Although in his youth an eligible bachelor, he attempted to marry into money but was consistently rejected on his marriage proposals. In 1519 he thus attempted to make his fortune in the Church but was rejected from joining, and thus he entered the service of the Holy Roman Emperor. On 2 June 1522 he came of age at 19 and was allowed to take over the administration of Neuburg with his brother. In 1523 fraternal differences lead to the brothers dividing their rule and Philip entered the complete service of the Emperor. In 1524 he was an attendant of Archduke Ferdinand of Austria, but he soon left his service for that of his uncle Frederick II, Elector Palatine.

    In the Siege of Vienna in 1529 by the Turks, Philip was placed as commander-in-chief of two regiments, and successfully defended the city after the Turks breached the formidable city walls with a mine. In 1532 he was made a member of the Order of the Golden Fleece in Regensburg for his military accomplishments. He was later made a governor of Württemberg after the Habsburgs acquired the territory after Duke Ulrich's considerable debts and unpopularity. In 1535 he forced his more prestigious brother Otto Henry to fairly partition Neuburg, and Philip established his court at Burglengenfeld. He lived a lavish lifestyle there until 1540 until his bankruptcy forced him to hand over the administration of his territories to his brother.

    By 1544 both brothers were heavily in debt and they sold their territorial rights to pay it off. Philip went to the court of his uncle in Heidelberg and lived a modest lifestyle. He died there seriously ill and poor in 1548.
