  Nothing seems to be wrong with your <link>. Check if the file really exists and if the html page is in the same directory as the CSS folder. Otherwise the file path is wrong.
  If the image is not displaying, it's probably because it's not in the same path as the .css, so you should change the link too.
  Let's suppose your image is one folder up the css file. Then you should change the url to this:
  url("../nuotraukos/bg.png");-
  
  Also it's not a good practice to use a div to set a background, so instead of using a div to set a background, set a background to the <body> and stretch it.
  body { background-image: url("http://images.alphacoders.com/538/53823.jpg"); background-size:cover;}

  I wouldn't care that much about the image not loading problem (I might be utopist here). The most important part is that text is present in your markup both for search engines and screen readers.
  I would keep the markup minimal (always a good idea)

  SOLVED:
  Maybe it isn't the best answer but it is working perfectly.
  I created the witch page with its own IDs and then IFRAMED the login form ontop of it. Unless I get some other solutions, it's kind of what we're going with.
  EDIT: I used the iframe command in HTML to call a separate page, the one containing the LOGIN modal, and positioned it on top of the WITCH Landing Page so that the CSS did not clash. It seemed no matter what else I did the CSS would clash. Whether I wasn't closing } CSS calls correctly or # using selectors or ID correctly I don't know. I am learning. Might seem basic to some but for now I will iframe.

  First of all, are you sure you even want to store that content in the database? That's going to place a heavy burden on your servers over generating them as files onto the filesystem inside the DocumentRoot and directly servable by the web server. I can see storing the configuration options (color choices, image names, etc) in the database, but not the files themselves.
  Can these websites have any content the customer wants, or are they variations on a theme? If it's the former, then you really can't automate it much. You can store the content in a database instead of a file, but it won't really be advantageous.
  Your best bet, I think, is to look how CMS programs like WordPress/Joomla break up a page into separate include files (header, footer, left menus, right menus, etc) and use that as a model. The customer picks a template, and each template has defined sections that can be laid out separately with different content.

  Hope the code below helps. I checked the Wix site, and I cleaned up the style you got from Wix. For the "f", Wix is using an icon font instead of regular text, you may want to get that from an icon provider like fontawesome.
