Dec 1, 2009 · Shoppers’ City was a department store in West Duluth, located at 50th Ave. W. & Wadena St., where a Menards store is now. It was part of a small chain of discount stores — the other locations were in Twin Cities suburbs (Brooklyn Center, St. Louis Park, Columbia Heights and Maplewood).
As soon as the Zayre Shoppers’ City "Going Out of Business Sale" was announced, with “savings up to 60 % off Zayre’s regular prices,” some customers noticed a lot of prices had been jacked up just prior to the sale. A local TV station investigated and Minnesota’s attorney general looked into it.
In December 1966, Zayre bought out Northern Enterprises, Inc., owner of four Shopper's City stores in Duluth, Minneapolis, and St. Paul, Minnesota, rebranding the stores as Zayre Shopper's City stores.
