The scope of the engineering concept that created the land that Foster City sits on was truly dramatic. 2.5 million yards of material were excavated to create the lagoon (impoundment basin). Jan 26, 2022 · Our presenter today is Richard Hopper, who served as Foster City’s public works director from 1975 until 1980. He received his B.S. degree in civil engineering from the University of Illinois following a stint in the U.S. Navy. He moved to California, where he worked for the city of San Mateo before being hired by Foster City.
