There is literally no way anyone here can answer this question with the current information we have of the game. It's possible they add him in a dlc update of some sort later on but there is no way to confirm that. I think Gouken might be dead in sf6. 12 votes, 13 comments.

May 18, 2021 · Subject: Gouken SF2 Sprite Sheet - New Colors May 18th 2021, 8:04 pm. For those who don't know, I made this a while back. I've been working on it though and tried to reduce the number of colors on the shirt and make them all the same so that he can finally have some alternate colors. I probably won't mess with the legs/skin/hair, etc.
I would then buy the game. My best friend and i used to play IV together a lot. He mained Akuma while I mained Gouken. We didn't do it for the theme, it was just how it worked out. He died from being fentanyl poisoning in 2020. If they brought Gouken back I would buy the game just because of our time together.
