When Kyoko said to Kyo "I won't forgive you" what she actually meant was that she knew she was dying so she was still holding him to that promise he made about how he'd protect Tohru and she was hoping he'd be there for her in her place, if he broke it then she'd never forgive him. She never once blamed him for his death.
