As long as your pond is self contained, not a result of damming a public stream or subject to over-flow from public water whereby your private pond would be stocked from time to time by surrounding public water, then you do not need a fishing license and no size or bag limits apply. Email Updates.
Technically I think you do need a fishing license since the university is a public university (therefore the pond is not on private property). However the likelihood of a game warden being there checking is very low. But tbh I’d just get one because it’s like $30 and will save you from a several hundred dollar ticket.
In Delaware, you don’t need a license to fish a private pond if the private property is at least 20 acres in size. Any ponds on land smaller than 20 acres still require a license. In Arkansas and South Carolina you only need a license to fish private property if it’s a “pay-to-fish” lake.
