Ruth Waldburger wuchs in Arosa und Herisau auf. Sie arbeitete 1974 als Sekretärin und Produktionsassistentin der Fernsehsendung Kassensturz sowie anschliessend in der Abteilung Information des Schweizer Fernsehens. 1977 absolvierte sie ein Praktikum als Aufnahmeleiterin bei Alain Tanner.
