You're right, it's from an episode of The Highwayman, but it's not the truck it's known for. That one has been restored by a tattoo shop or something. This is a modified Steinwinter Concept they made for the show.

The movie and subsequent series follow the adventures of "The Highwayman", one of a mysterious group conducting crime-fighting missions and solving bizarre mysteries. Each Highwayman in this group is equipped with a high-tech, multi-function truck.
We like concepts, prototypes, customs, obscure, industrial, commercial, special use vehicles, you name it. The truck from the 1987 - 1988 TV series "The Highwayman". This truck is currently owned by a tattoo parlor in sulphur springs Texas, not far from where I live.
This Truck is currently owned by Highwayman Tatoos which is right down the road from me. They've repainted it since this picture was taken and added flame decals behind the false turbine exhausts.
