"A New Deal" is the eighteenth episode of the eleventh season of AMC's The Walking Dead. It is the one-hundred and seventy-first episode of the series overall. It premiered on October 9, 2022. The episode's teleplay was written by Corey Reed & Kevin Deiboldt, from a story by Reed and directed by Jeffrey January.

Carol makes a deal with Pamela to wipe the slate clean on behalf of her friends. Aaron, Jerry, Lydia, and Elijah get on the road to Oceanside to fill them in on a plan. The Commonwealth celebrates Founders Day.

Daryl is holding Hornsby hostage as the group is surrounded by Commonwealth soldiers. Suddenly, Mercer yells for everyone to put their weapons down as he, Pamela, Carol, and Negan arrive at the scene. Daryl pins Hornsby to a wall with his knife at his throat. Pamela orders him to lower the weapon since she needs Hornsby alive, but he refuses. Mercer also tells Daryl to lower the knife and that he's on Daryl's side, and Daryl tells him to "Do what you fuckin' gotta do." Carol steps forward and says she made a deal for them which gets them all out of the situation unharmed, but they need Hornsby alive for it to work. Daryl finally obliges and lets Hornsby go. However, he suddenly slams Hornsby's hand down and stabs it hard with his knife. Hornsby screams in pain before Daryl removes the knife, stating "He'll live." before dropping his knife and walking away.

The group stands outside as Carol explains the deal. Pamela will provide all the supplies they need to rebuild on their own and let them go free. Whether they want to go back to their old communities or stay at the Commonwealth is up to them. In return, Pamela will have Hornsby to frame for Sebastian's crimes. Annie says they'll have more time to talk about the situation with their people, but Negan points out that the Commonwealth killed most of their people. Maggie says the most important thing is everyone is together and doesn't want to go it alone anymore. Although she doesn't trust the Commonwealth, if the deal gets their home back, then she's all for it. Daryl agrees as he grabs an apple.

Meanwhile, Hornsby and Mercer are out on an open field, with Hornsby tied up and sitting on the ground. He complains that he thinks he is sitting on an ant hill and requests to be moved. Mercer walks over and bitterly tells Hornsby to get used to his discomfort. Hornsby states that he thought they got along, but Mercer asks him how many of his men he got killed. Hornsby smiles as he smugly tells Mercer that they weren't actually his men. Mercer angrily grabs Hornsby as two walkers approach. Hornsby tells Mercer to "Hop to it." Mercer goes to kill the walkers and walks away, leaving Pamela and Hornsby alone to talk.

Pamela tells him that he will be taken back to the Commonwealth and put on trial. Hornsby tells Pamela to drop the act, but she says that he has gone too far. Hornsby chuckles thinking that Pamela never had a problem with how he did things before. Pamela says they are done talking about the past and his current life at the Commonwealth is over. Hornsby is in shock, recounting all the years he's worked in service of her. Pamela calls him out for only working for himself, always trying so hard to prove the world wrong. Hornsby says that Pamela refuses to see it, but he's made something of himself. Pamela creepily begins playing with Hornsby's hair, something he seems to enjoy. Pamela calls Hornsby a delusional little boy trying to win a game he's never actually been a player in. Pamela begins to walk away, but Hornsby states she needs him because if something happens to him, alliances the Commonwealth has will become a problem. Pamela says nothing and walks away, as Hornsby yells that he is in fact a player in whatever game she is playing.

Later at the Commonwealth, Pamela makes a speech to the citizens that thanks to their friends and allies, they were able to catch Lance Hornsby and promises to bring him to justice. The citizens applaud, though some obviously don't buy it. Max comments to Eugene about how she cleared it perfectly. Pamela then talks about Founders Day tomorrow, saying it is an opportunity to come together and celebrate what truly matters, the people. Pamela declares, "We are the Commonwealth!" prompting more applause. Eugene sees that Max is troubled about the current events and tells her there's nothing more they can do. She sadly says that Eugene's people are leaving, but Eugene says that he is still standing there, for which she is grateful. Eugene offers Max to come visit his community, which she says she might some day. From above, she sees Sebastian watching, pleased that his accusations have been lifted. Max looks at him with contempt and says that she can't leave yet.

The group starts to pack their things to head to their community. Aaron says he'll head to Oceanside, not knowing that the Commonwealth soldiers also went there, to fill in Rachel and Cyndie on the plan. Maggie tells Aaron to head to Alexandria first since it's better shape than Hilltop. Lydia also plans on joining Aaron and tells Carol. Just then, Elijah walks over and affectionately puts his hand over her shoulder. He walks away and Carol jokingly teases Lydia. She apologizes saying that she hasn't forgotten about Henry. Lydia begins to tear up and Carol hugs her and tells her to take happiness wherever she can get it and to never be sorry about it. Daryl asks if Lydia is okay before saying he never got to thank her for saving Carol. Lydia answers that she never thanked Daryl for saving her. They hug and say their farewells. Aaron hugs goodbye to Gracie and says he'll be back soon. Daryl takes out Rick's gun and hands it to Judith, but she states she doesn't want it and hands it back. Daryl is confused but takes it back. Judith then brings up when her mom said she'd hang her sword up for good and feel like she didn't need it anymore and believes if she keeps the gun, things will go back to the way they were. Daryl says that things will get better once they get back home, but Judith continues to go on, saying that it's still broken and that there are still people who need help at the Commonwealth. She then says it's the same thing as what him, Rick, and Michonne did with Hilltop, the only difference being that he's running away then stay and fight. Daryl gets frustrated and tells her to stop. Judith walks away and hugs Gracie as Aaron, Jerry, Lydia, and Elijah leave for Oceanside.
