The author just likes doing the red-eye designs for illustrations of some of the characters (Kaneki and Saiko) just to show where their kakugan would be. Her eyes in the manga are closer to Kaneki's, as she has one Kakugan, and one grey eye, but in the anime they're closer to Touka.
