Joe (Ralph Fiennes), a security guard in a totalitarian society, watches over jailed writer-turned-terrorist Thorne (Donald Sutherland). Devious and intelligent, the latter convinces Joe that their leader, Maximilian II (Tom Hollander), will bring the country to ruin.
