The history behind the crown is simply that this version is considered a heraldic royal crown (in Sweden), so it could historically only be used by the King or his institutions. And as Sweden is still technically a monarchy (albeit a constitutional one where the King is little more than a symbolic figurehead) the crown still has this meaning.
