I have no idea why they call it neon tetra disease. That is what it looks like to me, but it’s possible it’s from Flavobacterium columnare. Since tetra disease is incurable, I’d recommend treating for columnare just to be sure to cover all possibilities. Hope it’s the latter and your fish get better!
