Just create a bunch of 32 GB partitions on the drive. FAT32 supports volume sizes up to 2TB. Windows doesn't let you format a new partition larger than 32GB, but it will still read a larger FAT32 volume if you have one. This seems to be the most commonly used FAT32 formatter to bypass Windows artificial limit.
