Jan Mayen will then be created as a two or three province state around a random province. The exact location of Jan Mayen can be determined by adding province code after "bearhaslanded".

It grants the luck bonus to eight countries, depending on the setting, either a predetermined historical group or at random. If a lucky nation is annexed or becomes a subject of the player country, a new country is assigned lucky nation status.

Yup, Jan Mayen is there in order to allow the Holy Roman Empire a place to live until it can be "created" by decision. Because of the coding, there's no way to create the HRE after the beginning of the game, so the mod needs a place for it to exist from the Roman Empire bookmark.
