Team Silent was a development group within Konami Computer Entertainment Tokyo (KCET), responsible for the first four games in the Silent Hill franchise by Konami released from 1999 to 2004, with later titles developed by external Western companies such as Climax Studios, Double Helix Games and Vatra Games.

It is very easy to see the artist Francis Bacon’s influence in the monsters of Silent Hill.
For some reason, it's a popular belief that the team just quietly gave up after the release of Silent Hill 4: The Room and Konami immediacy outsourced the franchise overseas. There is plenty of evidence proving this to not be the case.
