  4. Yes. There is a ring of parking spaces around the perimeter of the circular monument on the very top of Mt Soledad. If all of those spots are filled, you can circle a couple of times and usually a spot will open up. Otherwise, there is a parking lot just a short walk away that is for visitors to the memorial.
