The City of Palo Alto has a rental housing stabilization ordinance, Chapter 9.68 of the Palo Alto Municipal Code, which requires landlords of most multiple family dwellings to offer a written one-year lease that spells out the rental terms over the year.

As recommended by the Policy & Services Committee, landlords would be responsible for registering their rental units. The City would create an online rental registry portal that allows landlords to register their rental units and submit the RRP participation fee.
