     The Makefile.in files generated by Automake are templates for the Makefiles that are ultimately to be generated at build time when configure is run.* As such, they are mostly written in make's language -- they are very similar to the Makefiles generated from them -- but they allow for, and in practice, they always contain, several tokens for configure to replace with values that it chooses.

     To the extent that you want to consider the language in which Makefile.in files are written to be distinct from make's language, it is an unnamed custom template language specific to the Autotools. From that perspective, it is by no means limited to Makefiles, and only because of their role do Makefile.in files happen to so resemble Makefiles.

     *Technically, configure writes another shell script, config.status, that performs the actual template processing.

     It's not "written" in anything. It's a markup language. HTML is parsed by the browser which renders the webpage to display.

     It isn't a programming language. But maybe if it helps, you could think of HTML as a interpreted language and the browser as an interpreter.

     Haskell implementations are written in a range of languages.

     For example, GHC is:

     • runtime: a mixture of C, assembly and C--
     • compiler: Haskell, Happy (for parsing), and Alex (for lexing)
     • libraries: Haskell and a few C bindings, a little assembly and C--

     The primops are the native instructions of the runtime. They in turn are implemented in the runtime via C, C-- and assembly fragments.

     IO in particular is mediated via the IO manager, and via foreign libraries of IO primitives.

     Javascript is just a standard, more formally known as ECMAScript. It can be implemented in any language, just like any standard.

     Chrome's Javascript engine, V8, is written in C++.

     V8 implements ECMAScript as specified in ECMA-262, 5th edition, and runs on Windows (XP or newer), Mac OS X (10.5 or newer), and Linux systems that use IA-32, x64, or ARM processors.

     Firefox's Javascript engine, SpiderMonkey (and now TraceMonkey) is also written in C++. And as maerics below said, Rhino is written in Java.

     Most Javascript interpreters are written in C/C++ (V8, Nitro, etc…), however a compliant interpreter can be written in any language (Rhino→Java, Interpreter→Javascript, etc…).

     Programming languages aren't programs, hence they're not "written" in any language. They are often described by formal grammars (e.g. BNF).

     Interpreters and compilers for programming languages are programs and so must be written in some kind of programming language.

     Go has at least two compilers, gc

     and gccgo

     . The former was written in C, but is now written in Go itself. While the latter is a gcc frontend written mainly in C++. Go's libraries are written in Go.
