The abyss is guarded by the three-headed "hellhound" known as Cerberus. Tartarus knocking the Arbiter into a deep abyss-like shaft may be an allusion to this namesake.

Truth was actively replacing the Elites with the Brutes within the Covenant hierarchy. Tartarus was seen as an appropriate loyal underling because he didn't question his orders and was happy to believe wholeheartedly in Truth. As seen on Delta Halo where Tartarus is directly confronted with the truth of the Halo rings and refuses to believe it.
