There were a lot of reasons. Six Flags was willing to spend a lot on new coasters (they added five in one year and a state of the art one the next year), but neglected basically anything else to do with the park. The park needed a lot more maintainance, janitors, and staff in general. Lots of bad looking areas that were never addressed.
