Michael Daniels (Dana Ashbrook) comes back to his hometown after being away for 20 years. But his return is not for leisure or to catch up with friends and family. Michael, now a forensics expert, is visiting home to get to the bottom of the disappearance of his twin brother, who's been missing for over a decade. Michael's attempts at solving the mystery are thwarted by a corrupt mayor, Harry S. Porter (Roy Scheider), and cop Russell Stark (Robert Patrick), who's in the politician's pocket.
