Medvedev taught law at St. Petersburg State University (1990–99). During this time he also worked in the St. Petersburg mayor’s office, where he met future president Vladimir Putin.

He earned a law degree from Leningrad State University (now St. Petersburg State University) in 1990 and served as a member of the law faculty there until 1999. In 1991 Medvedev joined the legal team of St. Petersburg’s newly elected mayor, Anatoly Sobchak, who also had brought Putin into his administration.
