When word reaches Marine Scott Youngblood (Michael Paré) that his sister Kim (Lynda Bridges) is in trouble in Madrid, he immediately departs to help, only to find she's been murdered. What's more, the local authorities don't seem to be particularly concerned with finding her killer.
