Aug 31, 2020 · Biography. Palmiro Togliatti was born in Genoa. He joined the Italian Socialist Party before the First World War. He served as a volunteer officer during the war, and on his return, joined the group around Antonio Gramsci and L’Ordine Nuovo paper in Turin.

He founded the PCI in 1921, led it until 1944, and directed its collaboration with the Badoglio government and the Allies. He advocated a popular front policy and a gradualist approach to socialism. He died in 1964.
