An American with a Japanese upbringing, Chris Kenner (Dolph Lundgren) is a police officer assigned to the Little Tokyo section of Los Angeles. Kenner is partnered with Johnny Murata (Brandon Lee), a Japanese-American who isn't in touch with his roots.
